English Partnerships - Chichester gets first zero carbon homes
The former Graylingwell hospital site in Chichester is set to
become one of the country’s most environmentally friendly
communities as plans are announced to create a ‘net zero carbon’
development. Site owner, English Partnerships, the national
regeneration agency, has named Galliford Try and Affinity Sutton as
joint preferred developers to transform the area providing up to 800
new homes along with community facilities.
Commenting on the announcement, Jodee Katalanos, Senior Regeneration
Manager for English Partnerships said: “This is a unique opportunity
to create an exciting flagship scheme, which will lead the way for
developments in the South East with proposals to develop net zero
carbon*, mixed-use, sustainable new communities.
“English Partnerships undertook extensive consultation with the
District Council before marketing to ensure the perfect brief was
created and the right developer selected who will work with English
Partnerships, the local authority and existing residents to enhance
and reflect Chichester’s creative community and protect the historic
fabric of the site. We aim to conclude legal negotiations soon and
begin public consultation in the New Year.”
The 36ha site could provide up to 800 homes of which 40 per cent
will be affordable, including both social rented and shared
ownership, helping to meet local housing needs. The developers will
also renovate and preserve key existing former hospital buildings
including a Grade II Listed farmhouse and a chapel dating from
around 1890, along with retaining many of the existing landscapes
and mature specimen trees. Plans for the site also include 4645 sq m
of commercial and community facilities, including a theatre,
artists’ studio, gallery, offices and a restaurant.
Paul Cooper, Regional Managing Director of Galliford Try says: “We
are excited to be working in partnership with Affinity Sutton and
English Partnerships on jointly pioneering one of the first major
net carbon neutral developments in the UK. This latest award
confirms Galliford Try’s recognised expertise in the regeneration
and affordable housing sectors, and we look forward to building a
vibrant living and working space for the community.”
Mark Perry, Chief Executive of Downland (part of Affinity Sutton),
added, “From the outset Affinity Sutton and Galliford Try have seen
the opportunity to create a new community at Graylingwell.
Benefiting from Affinity Sutton’s comprehensive local knowledge and
excellent housing management track record, our partnership will
deliver a vibrant, lasting legacy at Graylingwell and a truly
enjoyable place to live.”
The appointment of the developers is subject to approval by CLG
(Communities and Local Government) and further detailed contract
negotiations. A detailed planning application is to be submitted
during the summer of 2008 and, from the out set, Galliford Try,
Affinity Sutton and English Partnerships will liaise with local
politicians, residents, and key stakeholders. Following this
Galliford Try and Affinity Sutton will seek to commence building
work on the site in early 2009.
